A planned headquarters on Kitzman Road has a connection to work far beneath the ocean’s surface. Caltex Oil Tools plans a $19.5 million project at 17302 Kitzman Road in Cypress, bringing the subsea technology company’s name to a substantial new construction filing.
The Texas Department of Licensing and Regulation registration describes 44,194 square feet of ground-up construction, including the building shell, interiors and associated site work. Its estimated schedule runs from November 1, 2026, through August 1, 2027. Onyx Creative is listed as the design firm. The dates describe planned construction, not a confirmed move-in date.
What Caltex Oil Tools Does Beneath the Surface
Caltex develops specialized tools and services for offshore work. The company explains on its official website that its engineers help remotely operated vehicles, or ROVs, perform tasks on subsea equipment. Think of an underwater vehicle equipped with tools selected for a particular job, rather than a machine doing the same task on every trip.
That work includes helping operators service wells and address problems with underwater infrastructure. Caltex supplies custom engineering, equipment rentals and services, giving offshore crews ways to tackle jobs in places that are difficult to reach.

One example is subsea pipeline blockage work. Deposits can interrupt flow inside underwater pipelines. Caltex describes finding access through existing subsea infrastructure to help customers address those blockages with less invasive methods.

The announcement described an existing working relationship before the acquisition. Caltex had provided well and flowline intervention services to C-Innovation, and the companies saw opportunities to develop technology and improve how they delivered offshore work together.

Caltex’s website currently lists 19910 Telge Road in Tomball, which also appears as the owner’s address in the filing. The new project is registered as “Caltex Oil Tools HQ,” identifying the intended headquarters use at Kitzman Road.
The available filing does not specify a new job count, a manufacturing layout or what will happen to the Telge Road operation. What it does establish is a planned $19.5 million investment in a new facility for a company whose work reaches well beyond northwest Harris County.
