A new apartment project is moving forward in Anthony, bringing additional housing to an established neighborhood just a few blocks from the center of town.
Plans for Franklin Apartments call for construction of a new two-story apartment building at 509 S. Fourth Street.
The project won’t be a massive apartment complex. Instead, plans call for a single building containing 12 residential units across approximately 8,714 square feet.
However, there’s more history behind this property than the latest construction filing might suggest.
A $544,000 apartment project
According to plans filed with the Texas Department of Licensing and Regulation, Franklin Apartments carries an estimated construction cost of $544,000.
The project is described as new construction of a two-story, 12-unit apartment building. Construction was scheduled to begin June 23, 2026, with completion targeted for June 23, 2027.
The filing has since reached Review Complete status.
ISAIS LLC Series D – 509 S Fourth is listed as the property owner, while El Paso-based Carrera Group Inc. is listed as the design firm.
But the latest plans represent a notable change from what was previously proposed for the property.
Earlier plans called for just four units
The development history at 509 S. Fourth Street stretches back at least several years.
In 2023, the Town of Anthony considered a special permit involving the same property. At the time, plans called for construction of a quadruplex, rather than the 12-unit apartment building now moving forward.
Anthony officials scheduled a public hearing over the special permit before placing the request before the Town Council for discussion and possible action.
Three years later, the development envisioned for the property has grown considerably.
Instead of four residential units, the latest construction plans now call for three times that number.
That evolution makes Franklin Apartments more than just another new construction filing. It provides a glimpse at how plans for a relatively small piece of Anthony have changed as additional housing moves forward.
New housing on an established Anthony street
Franklin Apartments will add new housing within an existing part of the community rather than creating a sprawling residential development on the outskirts of town.
That’s an important distinction for a community the size of Anthony.
The town already includes several multifamily communities, so Franklin Apartments won’t introduce apartment living to Anthony. Instead, the project represents a smaller infill development that adds housing within the existing community.
With only 12 units planned, Franklin Apartments will also have a much smaller footprint than the large apartment communities commonly being developed elsewhere in the El Paso region.
Still, projects don’t have to contain hundreds of units to change a neighborhood.
For Anthony, the development means another vacant or underused property can accommodate additional residents without requiring a massive new subdivision or apartment complex.
Who is behind Franklin Apartments?
The construction filing identifies the owner through a property-specific entity named ISAIS LLC Series D – 509 S Fourth.
Other El Paso County property records show similarly named ISAIS LLC series entities associated with additional properties in the region.
For example, separate entities identified as ISAIS LLC Series G and ISAIS LLC Series H appear in El Paso County property records.
That suggests the Anthony project is part of a broader series-based real estate ownership structure rather than an entity name created for an unrelated business operating from the apartment site.
Carrera Group Inc. of El Paso is handling design work for Franklin Apartments. Javier Carrera is also listed as the person who filed the project’s accessibility registration.
What’s next for Franklin Apartments?
Franklin Apartments has now reached Review Complete status, while its current construction schedule runs through June 2027.
Once completed, the development would bring 12 new apartments to South Fourth Street.
It’s a relatively small project by regional development standards. But in Anthony, it represents another piece of new housing investment — and a significant expansion from the four-unit development proposed for the same property several years ago.
From a quadruplex proposal in 2023 to a 12-unit apartment building today, 509 S. Fourth Street is finally moving toward a much larger residential future.
