Sherman Texas Construction: Semiconductor Investment and Citywide Infrastructure
Sherman’s semiconductor investments are changing the scale of its development needs, but the city is not starting from an empty industrial base. The Sherman Economic Development Corporation identifies manufacturers ranging from Texas Instruments and GlobalWafers to Tyson Foods, Emerson, Eaton and Coherent. That combination links new high-technology campuses with established food processing, equipment and materials businesses. Residential and commercial development must operate within this employment geography, with different demands near major campuses, existing neighborhoods and regional roads. The Sherman Tomorrow comprehensive plan, adopted in October 2022, supplies the land-use framework. Its importance is practical: a large industrial announcement can create immediate attention, while the supporting street network, utility capacity and nearby services require decisions across many separate sites.
Texas Instruments and GlobalWafers are the major names behind Sherman’s current infrastructure program, yet construction activity associated with them reaches beyond the boundaries of either campus. The city describes roadway, drainage, water and wastewater improvements designed to support these investments and broader development. Existing employers identified by SEDCO, including GlobiTech, Modular Power Solutions and Progress Rail, add another layer of industrial activity and workforce demand. This is why the local commercial story cannot be measured solely by semiconductor fabrication floor area. Suppliers, production-support businesses and everyday services occupy different kinds of buildings, and their locations depend on access and utilities. The relevant construction picture includes major manufacturing facilities, the systems serving them and the established businesses operating alongside that expansion.
Sherman’s Major Infrastructure Improvements Program coordinates projects that would otherwise be easy to view in isolation. The city identifies general and utility bond funding, work with the Greater Texoma Utility Authority and program management by Pape-Dawson. Water supply and wastewater capacity are particularly important for accommodating industrial facilities while maintaining service to homes and other businesses. Roadway and drainage work must also fit the same development schedule, because additional utility capacity alone does not create a fully functioning industrial site. The comprehensive plan’s transportation and trail components add the local mobility perspective. Together these efforts connect regional employment investment with the daily requirements of residents, employees and service providers moving through an expanding city.
The technology-hub concept in Sherman’s planning documents illustrates how officials intend to organize employment growth spatially. The plan identifies airport-related opportunities to the north and the Texas Instruments area to the south, with manufacturing, research and development, warehousing and compatible housing considered within the larger framework. It also treats floodplain and open-space corridors as constraints on where buildings belong. SEDCO’s fiscal 2026–2027 priorities include employer retention, recruitment, workforce development and industrial real estate, reinforcing that site preparation is only one part of implementation. The planning question is therefore not whether all available land should become industrial. It is how employment districts, neighborhoods and protected drainage corridors can fit together as individual investments move from proposal to construction.
