The planning framework includes the Rowlett Development Code, a form-based code and the comprehensive plan, reflecting the different physical settings within the community. That combination makes location essential to understanding a proposal: a downtown building, a Lakeview Parkway business and an employment project at North Shore can all serve Rowlett while changing their surroundings in quite different ways.
