Hubbard Texas Construction: Districts, Redevelopment and Projects

State highways 31 and 171 meet in Hubbard, a Hill County town about midway between Waco and Corsicana. A traveler heading northwest from the same crossroads reaches Hillsboro, while the southeast route leads to Mexia. That geography helps explain why a business on a Hubbard highway can serve customers from several counties, even though the city itself had an estimated 1,507 residents in July 2025.

The crossroads once belonged to the railroads. In 1881 the Cotton Belt established a depot here, and residents organized the town that took former governor Richard B. Hubbard’s name. A water project gave Hubbard another identity in 1895 when drillers struck hot mineral water and visitors began coming for the baths. Victorian homes still stand in town. The depot and the wells explain how a farming community came to have both a commercial center and the buildings of a small resort, as documented by the Texas State Historical Association.

School construction in Hubbard serves families well beyond the city limits. Hubbard ISD reaches into Limestone and Navarro counties as well as Hill County. Its $7.6 million 2026 bond package pairs a new agricultural education building with elementary school roof and restroom work. On the athletic side, the district lists synthetic turf for the football field, a 400-meter track, accessibility improvements, and new lighting and synthetic infields for baseball and softball. The district has posted design renderings so residents can see what the proposed field improvements would look like. District plans and renderings.

Water has a second place in Hubbard’s built landscape today. The city counts five municipal lakes and says residents of surrounding communities also support its public swimming pool. Those facilities serve a broader area than the city population figure suggests. For readers following a repair, renovation or expansion, the city publishes council minutes alongside Hubbard Economic Development Board minutes. They offer a way to trace a local project from its first public discussion to a recorded decision. City and economic development minutes.
