The H-E-B Garland project would bring a 129,433-square-foot grocery store to the Firewheel area, adding a new destination for weekly shopping near President George Bush Turnpike. Plans also include a separate fuel station and car wash, giving residents another place to combine everyday errands.

H-E-B plans the store on a 21-acre site between Crist Road and Firewheel Parkway near Firewheel Town Center. For Garland, the project advances a retail goal the city says residents have requested for years. For H-E-B, it adds a Garland location to its growing Dallas-Fort Worth network.

Where the H-E-B Garland store would take shape

The location puts the supermarket beside one of Garland’s established shopping destinations. Firewheel Town Center already draws customers for retail and dining; a large grocery store would add a reason to visit on an ordinary weekday, not only for a shopping outing.

That distinction matters for nearby households. Groceries, fuel and a car wash serve recurring needs, so the proposed development could become part of residents’ regular routines along the turnpike corridor.

In its May 20 development announcement, Garland described Firewheel as a major gateway to the city. The City Council approved an agreement the previous night requiring H-E-B to invest at least $17 million at the site.

The new $23 million construction estimate follows that agreement. The figures describe different things: one is a minimum investment commitment, while the other is the filed estimate for the grocery-store project.

A $23 million store, plus fuel and a car wash

The Texas Department of Licensing and Regulation store registration describes new construction of the supermarket and its associated parking lot. Filed October 20, 2026, it names H-E-B LP as the owner and Narrate as the design firm.

A separate registration for the fuel station and car wash lists 5,702 square feet and an estimated $1.3 million cost. Together, the two filings total $24.3 million in estimated construction work.

Both list April 6, 2027, as the anticipated start. The grocery store targets March 15, 2028, for construction completion, while the fuel and car-wash package lists September 21, 2028. These preliminary construction schedules are subject to change and do not establish a customer opening date.

Two different H-E-B projects for Garland

The Firewheel store is separate from the Joe V’s Smart Shop planned at Centerville Road and LBJ Freeway. H-E-B announced both Garland projects in February, outlining two different approaches to serving the city.

Firewheel would receive a newly built H-E-B. Meanwhile, Joe V’s, the company’s value-focused grocery format, would reuse a South Garland property the city says has stood vacant for more than 20 years. The contrast gives Garland both new construction and reinvestment in an older commercial site.

The city’s stated goals include expanding its commercial tax base and attracting more visitors. Those aims help explain why this grocery announcement carries weight beyond the store’s walls.

H-E-B already has a Garland connection

The company’s local relationship also reaches the classroom. Garland Independent School District won the 2026 H-E-B Excellence in Education large-district award and $100,000.

In its May announcement, the district said it would use the award to expand innovative programs and student learning opportunities. Garland ISD serves families in Garland, Rowlett and Sachse. The education award is separate from the store development.

That local recognition offers a concrete example of H-E-B’s community involvement. The Texas grocer traces its beginnings to Florence Butt’s small Kerrville store in 1905. Today, its giving programs include education and hunger relief alongside its grocery business.

H-E-B opened its Murphy store in July 2026, joining other operating locations such as Rockwall and Plano. The H-E-B Garland proposal would add another shopping option within that eastern and northeastern Metroplex network.

TCM has also covered H-E-B’s planned New Caney store at Valley Ranch. That project anchors a new commercial district; Garland’s story centers on bringing a grocery destination to an established retail gateway.

Where residents can hear more

The H-E-B Garland development appears among the discussion topics for the District 1 Town Hall on November 9, 2026. Council Member Jimmy Tran and city staff will host the meeting from 6 to 7:30 p.m. at North Garland Library, 3845 N. Garland Ave.

For nearby residents, that meeting offers a scheduled opportunity to hear the project discussed. In the meantime, the October filings provide a clearer picture of the store’s scale and the additional fuel and car-wash facilities planned beside it.
