Starwood Cafe Lavon plans would bring a breakfast-and-lunch restaurant to Elevon West, with a familiar Wylie restaurateur attached to the project. A state filing identifies a 2,798-square-foot restaurant at 371 N. State Highway 78, Suite 100. There, an estimated $300,000 finish-out would turn first-generation shopping-center space into a dining destination.
The local connection goes beyond a shared restaurant name. The filing lists Gino Mulliqi as tenant—the restaurateur associated with Napoli’s and Starwood Cafe in nearby Wylie. For Lavon readers, that makes this a story about an established dining concept moving farther along the Highway 78 corridor, not simply another unnamed retail suite.
Starwood Cafe Lavon Plans Match an Elevon Retail Suite
The Texas Department of Licensing and Regulation registration, filed October 21, identifies the work as a first-generation restaurant inside an existing shopping-center building. It names BBD ELEVON RETAIL DEVELOPMENT #1 LLC as the owner and Studio HMA as the design firm.
The address also lines up with a specific space in Venture Commercial’s Shops at Elevon marketing materials. The northwest retail building’s layout identifies Space 100 at 2,798 square feet, matching both the suite number and area in the restaurant filing. However, the plan labels that space “LEASE WORKING,” rather than naming Starwood. The match therefore supports the location without serving as a separate lease announcement.

The larger development plan places this retail building on the northwest side of Highway 78 and Elevon Parkway, near the McDonald’s pad. It is part of a broader intersection-scale retail plan, rather than a standalone restaurant site. Venture describes Elevon as a master-planned community expected to reach 5,000 homes at full development—a long-term neighborhood backdrop, not a measure of the restaurant’s future customer count.

A Wylie Restaurateur Connection
Mulliqi discussed Napoli’s and his then-new Wylie Starwood Cafe in a January 2024 Live.Love.Wylie interview. That earlier appearance provides a direct local link between the tenant named in the Lavon filing and a nearby restaurant already serving the corridor. It does not establish ownership of every Starwood location or the final ownership structure for Lavon.
The concept itself has North Texas roots. According to Starwood Cafe’s brand history, the first restaurant opened in 2012 after Andy and Lou Rushiti moved to Texas, following their father Jack’s restaurant experience in Illinois. The brand describes a breakfast-and-lunch format built around pancakes, crepes, omelets and diner favorites.
Breakfast Favorites Offer a Preview of the Concept
The existing Wylie menu gives readers a more useful picture of Starwood than the construction filing alone. Sweet breakfast choices include Very Berry waffles, crepes and French toast, with berries and mascarpone. Savory options range from chicken-fried steak and eggs to Southwest and Cowboy skillets, chilaquiles con pollo, migas and several Benedicts.
Lunch extends the selection to sandwiches, burgers, salads and chicken-fried steak. Espresso drinks and fresh-squeezed orange juice round out the menu. These are examples from an operating location, not a confirmed Lavon menu. Local prices, hours and final offerings also remain unannounced in the sources reviewed.

Construction Dates Are Not an Opening Announcement
The Starwood Cafe Lavon filing lists an estimated construction window of November 16, 2026, through March 29, 2027. Those dates describe proposed work, not a promised opening. The registration alone does not establish that construction has begun, and no confirmed opening date was found.
Elsewhere along the same highway, TCM has covered Jersey Mike’s planned Wylie finish-out. That is a separate project at a different development, but it illustrates how new restaurant spaces are taking shape along the corridor. For Starwood, the next meaningful milestones are visible progress on Suite 100 and an operator announcement explaining when Lavon diners can visit.
